

Law enforcement agencies depend on public trust to do their jobs
effectively. Without community support, a police department can’t
carry out its mission of maintaining public safety.
Unfortunately, the San Jose Police Department is undermining this trust because it isn’t open with the public. SJPD continues to refuse public requests for copies of police records such as use-of-force and incident reports.
These records document how police officers treat members of the community and respond to calls for help. As long as SJPD keeps these documents secret, trust in San Jose law enforcement will be undermined.
A special task force was established by the city to explore ways to expand openness and accountability throughout San Jose city government. The
Sunshine Reform Task Force issued unanimous recommendations to increase access to police records to the San Jose City Council in April, 2008.
