Brad Seligman, a lawyer with the Impact Fund, a nonprofit civil rights advocacy group based in San Francisco that is representing Section 8 tenants in Antioch, along with groups like the American Civil Liberties Union and Public Advocates, accused the city’s police department of racially profiling black subsidized tenants.
